Are there any restrictions with a reciprocal borrowing card?
I live in St. Louis but have a reciprocal card to the St. Charles City-County Library. Is my reciprocal card the same as having a resident library card?

The St. Charles City-County Library has partnered with other St. Louis area libraries to allow you to get a card and borrow our materials without paying nonresident fees.
Most items are available to all cardholders, but Hoopla, Kanopy and Interlibrary Loan are not available reciprocally. Please your use local library for Hoopla, Kanopy, and Interlibrary Loan services.
